Founded Optimum in 1984
Josh Davda oversees the day-to-day operations and sets the strategic direction of Optimum Technology. He draws on his experience of more than 50 years of leading multiple technology companies that help both the private sector and public sector improve information access and data reliability, and foster a more efficient and collaborative business process.
Prior to founding Optimum, Josh was a member of the National Systems Development practice for Peat, Marwick, Mitchell & Company (now known as KPMG). Before that, he worked for such industry stalwarts as General Electric (where he worked with Jack Welch prior to Jack’s tenure as CEO) and Mobile Gas (now Exxon Mobile).
Josh Davda holds the following credentials: A Master of Business Administration (MBA) degree in Finance and Marketing from the University of Louisville; Master of Science degree in Industrial Engineering with emphasis in Operations Research from the Illinois Institute of Technology; Bachelor of Science degree in Mechanical Engineering, University of Baroda, India; and a certificate from the GE Corporate Management Training Program.

Cynthia Hunt is Optimum’s Consulting Services Practice Director; she works with State and local CIO's and State of Ohio agency senior leadership with an Health and Human Services focus. Cynthia is currently the Deputy Engagement Executive for the robust enterprise implementation of ServiceNow at the State of Ohio, including ITSM, CSM and ITBM. Working with the Governor’s Officer for Early Childhood during the 2016-2018 timeframe, she served as a key contributor to the State's multi-agency Early Childhood Strategy for 2018-2025. In addition, she served as the Early Childhood IT Portfolio Manager for the suite of early childhood projects, evolving into the PMO role for the OCLQS (Ohio Child Licensing and Quality System) built on the Salesforce platform.
Formerly an SVP with CGI/American Management Systems (AMS), as the Deputy General Manager for State and Local Government, Cynthia had direct responsibility for managing all dimensions of half of AMS’s significant state and local portfolio ($200M) including business development, client relationship management, and engagement delivery. This role included large-scale capture strategy, management and proposal development (up to $100M).
Cynthia Hunt holds a Bachelor of Arts in Architectural History and Mathematics from Smith College and a MBA from the University of Chicago. Cynthia is active in her community and often works with human services non-profits in strategic engagements, as well as supporting the Columbus Landmarks Foundation in development efforts.

Frank Xavier is a seasoned technology professional with more than 34 years of information technology experience. Prior to his career with Optimum, Frank led implementations of the Capability Maturity Model Integration (CMMI) Level 5 certification processes for various companies.
He is a Certified Scrum Master, Project Management Professional (PMP), as well as a Certified Associate of the Indian Institute of Bankers (CAIIB), similar to the United States designation of Certified Public Accountant. Those skills and talents have led him to now be head of finance and business operations for Optimum.
Besides his business operational duties, Frank leads the Optimum Project Management Office (PMO) and assists the leaders within the Law Enforcement Practice with project oversight and project delivery.
As EVP, Mr. Xavier is the trusted advisor to Josh Davda, the CEO of Optimum, and assists in leading the executive committee and the company with Mr. Davda.
Frank Xavier holds a Bachelor of Science degree in Statistics from Loyola College, University of Madras, India and is FBI CJIS Level 4 Security Awareness certified.

Greg Davda, Sr. has over 25 years of information technology experience and has led at all levels within the company. He specializes in process improvement and operational efficiency with a focus on sales and marketing and wider business operations.
Greg is active in the community. He is a member of the Asian Indian American Business Group (AIABG), the Asian Indian Alliance (AIA), serves on the Membership Engagement Committee for the Columbus Chamber of Commerce, sits on the Integrated Justice Information Systems (IJIS) Institute National Records Management System (RMS) Advisory Council and the National Emergency Numbers Association (NENA) Emergency Incident Data Object (EIDO) Conveyance Working Group .
Most recently Greg represented the Ohio Asian community at Ohio Chamber Diversity, Equity & Inclusion meeting where the Ohio Chamber of Commerce and the United States Small Business Administration signed a strategic alliance memorandum to assist in bringing more small diverse businesses the services and support of the Ohio Chamber and SBA.
Greg is a graduate of the Ohio Military Reserve Officer Candidate School (OCS) and was 31 Bravo (Military Police) qualified prior to receiving his commission. He is a graduate of The Ohio State University with a Bachelor of Science in Agriculture. Among his many certifications, he holds his IT Infrastructure Library (ITIL) Foundation Certification, is a National Certified Investigator & Inspector (NCIT) Basic and holds FBI CJIS Level 4 Awareness certification.

Robert Patton is Optimum Technology’s principal systems architect. With more than a quarter century of software product development experience in designing high performance, scalable solutions, Robert is Optimum’s lead expert behind many of our law enforcement solutions.
Robert works collectively with Optimum’s executive, development and test teams to mastermind a wide array of SWIFT solutions, including a criminal justice search engine, a National Incident-Based Reporting Solution (NIBRS) portal, and an interstate tracking product for juvenile movement.
Robert earned a Bachelor of Science degree in Computer and Information Science from The Ohio State University, and also studied Public Policy and Physics at the University of Chicago. He also has software product development experience in the insurance, retail, and business-to-business (B2B) e-commerce industries. In his spare time, Robert served as guest speaker at national conferences, contributed to several books, and gets a thrill from organizing international travel for his family mainly using credit-card reward points.
