Our close collaboration with law enforcement began in 1994. We developed our flagship products - SWIFTPROTECT and SWIFTCONNECT â€“ for Ohio's law enforcement agencies when no other solution in the market met their needs
Working closely with criminal justice agencies, we developed the first statewide search engine for law enforcement. Today, more than 20,000 law enforcement, courts, corrections, and probation professionals from Ohio and surrounding states tap into Ohio's installation of SWIFTCONNECT (named the Ohio Law Enforcement Gateway - OHLEG), executing more than 4 million searches annually. Also, more than 7,000 individuals and 500 agencies in Ohio rely on SWIFTPROTECT for streamlined records management, NIBRS, and Clery reporting. The solution is hosted by the Ohio Attorney Generalâ€™s office. Optimum Technology was the only U.S. computer systems consulting firm to participate in a U.S. Department of Commerce trade delegation to the Gulf Countries of the Middle East. Additionally, our president and founder, Josh M. Davda, participated in a trade delegation led by the governor of Ohio to India.

President & Founder
Mr. Davda oversees the day-to-day operations and sets the strategic direction of Optimum Technology. He draws on his experience of more than 50 years of leading software development companies that help government agencies improve information access and data reliability, and foster a more efficient and collaborative workflow.
Prior to founding Optimum in 1984, Mr. Davda was a member of the National Systems Development practice for Peat, Marwick, Mitchell & Company. Before that, he was a product manager for banking and trust software systems. He also has managed multi-project teams in the development and implementation of a variety of systems for a large chemical company; and he has experience as a business systems analyst.
Mr. Davda holds the following credentials: M.B.A., Finance and Marketing, University of Louisville; GE Management Problem Analysis I; GE Corporate Management Training Program; M.S. Industrial Engineering Emphasis in Operations Research, Illinois Institute of Technology; B.S. Mechanical Engineering, University of Baroda, India
Frank Xavier leads the company’s software development from initiation to completion, including software enhancements and alterations. He also conducts team reviews and coordinates quality assurance and testing for all of our clients. Mr. Xavier has over 26 years of experience in software development. He is also a certified Project Management Professional. He has been with Optimum Technology since 2006.
Dr. Melissa Winesburg
Law Enforcement Practice Director
Dr. Winesburg is responsible for the company’s project implementation strategy and for executive level communications with customers. She has more than 20 years of experience in the field of criminal justice with an emphasis on law enforcement technology.
Dr. Winesburg joined Optimum Technology in 2014 after spending 20 years in state government as both a state employee and consultant. She has a thorough understanding of law enforcement records management systems including implementation of CJIS security policy requirements, NIBRS, NIEM, and N-Dex. She was responsible for creating Ohio’s NIBRS program. She also authored the technical specifications and directed the design of the original Ohio Law Enforcement Toolkit that enabled Ohio to increase the number of law enforcement agencies reporting to NIBRS by 300.
Savitha Narayan is a highly accomplished project manager with more than 10 years of significant achievements in both small and large environments. Her extensive Project Management and Team Lead experience has given her expertise in all phases of the software development life cycle including requirements gathering, effort estimation, planning, software design and development, and the successful delivery of solutions.
She also is proficient in database design and scripting, stored procedures and performance tuning in both SQL and Oracle databases. She also has strong competency in object-oriented architectures and patterns, and software design and development.
